Maintenance, cleaning, and health obligations include keeping the complex clean and tidy, removing garbage, maintaining adequate supplies in toilet facilities, keeping food preparation areas free from pests, taking measures to prevent disease, promptly removing graffiti, maintaining fixtures and equipment, and notifying the council of maintenance beyond their capability. Mowing, slashing, whipper-snipping, operating irrigation systems, planting and watering trees, promoting recycling, pruning trees (excluding working from height), cleaning gutters (excluding working from height), and maintaining garden beds are required. Major repairs like water leaks or electrical issues must be notified to the council immediately. Mobile infrastructure may need to be moved. Minor maintenance of buildings and furniture, and painting of fixtures and fittings are required. Barbeques must be clean with adequate gas. Hot water systems must be operational. Tenders will be evaluated by reference to the sound contracting principles in section 106 of the local government act ****, namely: value for money, open and effective competition, the development of competitive local business and industry, environmental protection, and ethical behaviour and fair dealing.
The tenderer must ensure that all persons conducting work shall ensure the health and safety of themselves and others, and that all property, plant, or equipment are inspected before use and that all safe operating procedures are followed during use. The caretaker and all staff must hold a blue card. The tenderer must provide permits, licenses, and tickets to demonstrate mitigation of any injury and public liabilities.
If breached, the caretaker must pay the council the cost of rectifying the issue. The caretaker will be held responsible for the cost of repairs if structural repairs are necessitated by the negligence or default of the caretaker or the wilful act of the caretaker or its personnel.
